How to Apply

Applications are accepted on a first come, first served basis.  Students are encouraged to apply early.  The application deadline is March 18.




Tulane Students


 

To apply, please complete and email the following forms to summer@tulane.edu: the  Summer Institute Application Form, personal data form, student health form, and physician form, (the latter three forms are available at 'Forms for Accepted Participants'). Email the forms as attachments or fax them to the Payson Center at (504) 865-5241, Attn: Summer Institute. Space is limited for all courses, and acceptance and enrollment is on a rolling basis. The final deadline for applications and deposits is March 18th. Once accepted into the program, the deposit is non-refundable.  The remaining costs of the course will be charged through Accounts Receivable.  In the event a student is not accepted into the program, said student will receive a full refund of course deposits.  Please note that if you choose to withdraw from a course less than two (2) weeks prior to the start date, you will be charged and are liable for the full amount of the course.

While there is no application fee, the Payson Center requires a non-refundable deposit of $300 per course. Please note, a seat in the course is not reserved until the deposit is received in this office. The remaining program fees will be charged through Tulane University Accounts Receivable. As stated above, if you withdraw from the course less than two (2) weeks prior to the start date, you will be charged the full amount for the program (including tuition and housing). Please make all checks payable to Tulane University. Checks may be hand delivered to the Payson Center (300 Hebert Hall) or mailed to the following address:

IMPORTANT NOTE:  Applications will not be processed until the deposit(s) is received. Pending course acceptance, students will be registered for the course(s) by the Payson Center once summer registration is open (mid-April).




Non-Tulane Applicants


  Non-Tulane applicants must apply first to the Summer Institute. Once accepted to the Summer Institute, non-Tulane students must apply as a non-degree student to the University as outlined below. Students may take up to twelve (12) credit hours.

Forms for Accepted Participants


Participants will need to submit the following documents and required forms for participation (click on link to access forms). These forms must be submitted by April 1 in order to get registered for the course(s):

We also require a copy of your travel itinerary three (3) weeks prior to your departure.

If you do not submit all of the above referenced forms three (3) weeks prior to the course date, students will be disenrolled from the course(s) and responsible for all program fees.




Deposits


 

 Deposits are very important to the application procedure, and must be submitted for the application to be processed.  An application will not be processed until the deposit is received.  The non-refundable deposit is $300 per course.

 

Please be aware that the deposit is non-refundable under any circumstances. If you attend a program, the deposit will be applied to your total tuition. If Tulane cancels a particular program due to insufficient student response or for any other reason, deposits and any additional payments will be refunded in their entirety.  In the event a course is full, deposit(s) will be refunded in full for the program to which you applied.

IMPORTANT NOTE:  Applications will not be processed and you will not be enrolled in the program(s) until your deposit(s) is received. 

  Payment Deadlines Any outstanding payments for tuition or housing charges, which are not paid by the Accounts Receivable deadline, will be subject to a finance charge assessed at 18% per annum. Failure to pay by this date; however, will not result in your being dropped from the program. *No credit for participation in the program(s) will be granted if any participant fails to pay all tuition and housing expenses in full.




Withdrawals and Refunds (VERY IMPORTANT)


If, after you send in your application and deposit, you decide to withdraw, your tuition will be refunded less the deposit if and only if we receive written notice of your withdrawal two weeks prior to the start date of your program. You must submit in writing your intentions to withdraw to Ms. Sheila Favalora, Senior Program Manager. Oral notification will not be acceptedWritten notification to anyone other than to the Senior Program Manager of the Payson Center for International Development will not suffice as a withdrawal.

Send written notice of withdrawal to the attention of Ms. Sheila Favalora: Payson Center for International Development, Tulane University, 300 Hebert Hall, 6823 St Charles Ave, New Orleans, LA 70118, by fax at 504-865-5241, or email (favalora@tulane.edu).  Program withdrawals after April 15th results in a refund of tuition minus the deposit fee only due to extenuating circumstances.  No housing fees will be refunded.




Alterations or Cancellations


The Payson Center reserves the right to alter or cancel any program. The programs described on this website reflect what we have planned for this summer and the arrangements we have in place. In particular, if any program has a number of applicants that is less than the number necessary for the program to break even financially, it is likely to be canceled. Since the programs begin several months after printing this brochure, changes may occur in some of the details. We will try to keep applicants aware of any significant changes. If cancellation of a program is necessary because of insufficient enrollment or for any other reason, all monies (deposit, tuition, and housing) will be refunded within 20 days. We will also make our best efforts to make arrangements for each student enrolled in a cancelled program to attend another Summer Institute of the student’s preference. You may want to check periodically the U.S. Department of State's Travel Warnings website for late-breaking information about the country you'll be visiting. Should any program be officially declared to be in an “area of instability”, students who selected that program will be notified and permitted to withdraw with appropriate refunds.

 




Scholarships, Fellowships, Tuition Waivers and Financial Aid


The Payson Center does not offer any scholarships, fellowships, or funding to students participating in the Summer Institute, nor do we have specific information on scholarships or fellowships elsewhere. Additionally, there are no tuition waivers available for Payson summer programs abroad.

Non-Payson Center graduate students may apply for financial aid in the form of loans through their academic department.  If you do not subsequently complete hours for which you initially register, you may be liable for the immediate repayment of loan funds to the lender. We strongly advise you to be aware of the disbursement timing and Summer financial aid requirements.  In some cases, schools or lenders may not disburse loan proceeds until the start of the program you are attending.  Because of the early start dates for some of our summer programs abroad, the relatively late dates on which the processing can begin, and the length of time it takes to process aid itself, it is likely that your loan proceeds may be unavailable to you in time for your departure.  We emphasize the need to have some other source of funds to ‘tide you over’ until the loan proceeds become available. 




Insurance


Students participating in any Tulane international program are required to carry adequate and applicable health and accident insurance during their study abroad program. Students may use Tulane health and accident insurance or purchase its equivalent for the duration of the program and should insure that the insurance is applicable in the country in which they will study. Tulane students who purchased the Tulane Students and Dependents Accident and Sickness Insurance Plan in August are covered by this policy through August of the following year (exact dates may change, please check your policy for more information).

International Health Insurance and SOS Med-Evac Insurance:  Tulane University's AETNA student health insurance provides 100% coverage for students travelling abroad.  Under this insurance program students pay the upfront cost for visits to health providers and then apply for reimbursement.  Tulane University's Office of Insurance and Risk Management suggests HTH insurance program as an alternative for those travelling aboard with Payson Center's Summer Institute program and are not currently enrolled in AETNA health insurance program.  HTH provides coverage through a network of health providers for a monthly fee of $42.  The program offers both weekly and monthly coverage to suit travel needs.  Upfront costs for visits to HTH network health provides are covered by this plan and do not require reimbursement.  Network health providers can be found through m-passport once enrolled in the program.  All Tulane University students are automatically enrolled in SOS Med-Evac insurance but must register to create a new ID for the emergency and travel locator.  This is to help emergency evacuation personnel locate and organize the evacuation of individuals during emergencies abroad.  Further information regarding insurance coverage can be found at Tulane University's Office of Insurance and Risk Management webpage:   http://tulane.edu/counsel/oirm/studentinfo.cfm. 

An alternative insurance and an emergency medical evacuation and repatriation policy may also be obtained by purchasing the International Student Identity Card (ISIC) available at STA Travel or the Center for International Students and Scholars on the Tulane campus. Tulane offers two different types of insurance for students abroad:

 

·         Health Insurance: Enroll in an HTH health insurance program through the Law School. For a summary of the benefits provided through the HTH Worldwide Insurance Program, as well as information on costs and policy exclusions, visit http://tulane.edu/counsel/oirm/upload/21398_1.PDF. In the event that you wish to purchase this summer abroad insurance through HTH, you can contact Payson Center, at 504-865-5240, or summer@tulane.edu.


·         Emergency evacuation program (SOS):  All students in Payson’s summer programs are covered by International SOS, for medical emergencies, and medical evacuations, at no additional cost to the students.  Payson Center requires students with special medical needs, or unusual medical conditions to place their medical history or special needs on file on the website of International SOS so that it can be available to medical personnel abroad.  To get your International SOS card, to learn more about the program, to review important medical and safety information about the country to which you are traveling, or to record your medical information, go to http://pandora.tcs.tulane.edu/sos/login.cfm and log in using your Tulane userID and login information that is used for your Tulane e-mail account.  This file will be confidential, and will be disclosed to a treating physician only in the event of an emergency.  Please see the attached Student Travel Safety Tips, by SOS, or www.internationalsos.com for more safety information.

Passport Information


Please be aware that any travel outside of the United States or U.S. Territories requires a valid passport.  Please make sure that your passport is valid for at least six months after your scheduled departure. It may take up to six weeks to receive your passport via routine service, so please apply in advance if you do not already have a passport.

 

If you are applying for the first time or do not have your expired passport you will need to visit a passport facility in the area.  Otherwise you may apply to renew your passport online.

Visa Information


Country visa requirements vary significantly.  Depending on the student's citizenship or permanent residency status, he or she may need to secure a visa.  This should be done well in advance of projected travel.  The Payson Center is glad to share what information it has about these requirements and to provide required documentation, as necessary; however, students should keep in mind that it is ultimately their responsibility to understand the visa requirements that apply to them and to obtain the visa in a timely fashion.




Housing


The descriptions of the types and costs of accommodations are listed under the individual programs. The descriptions outline information that is available at the time of publishing, and are subject to change. Students are required to pay for and stay in the housing provided.




Code of Student Conduct & Code of Professionalism


 

  All students participating in any of Payson’s Summer Institute are subject to and bound by the Tulane University Code of Student Conduct, except as follows:  the responsibility to enforce the Code shall lie exclusively with the Director of the summer program.  The Director shall have the right, in his or her sole discretion, to impose any sanction authorized by the Code of Student Conduct, up to and including immediate expulsion from the summer program. Please see the attached Tulane University Code of Student Conduct.

 

All students, including non-Tulane students, are subject to the provisions imposed by the attached Tulane University Law School Code of Professionalism with the following exception: the responsibility to enforce the code shall lie exclusively with the Director of the summer program.  All program directors have the authority to institute disciplinary measures at his/her discretion.




Be A Smart Traveler


We hope you will join us this summer for one or more of these exciting learning opportunities. Great care has been taken to design educational and leisure activities that will enhance your time abroad. We encourage you to find out more about the countries you will be visiting and to do some advance planning. It is always good advice to follow the common sense rules of travel: do not carry large sums of cash, secure your valuables, be aware of where you are, and let others know your plans.

Prior to international travel, you must consult travel warnings and alerts posted on the U.S. State Department website (www.state.gov/travel). The State Department site lists official warnings about travel to particular countries and it includes other information of which employees should be aware before traveling abroad. Sign up for travel alerts with the State Department by clicking here (https://travelregistration.state.gov/ibrs/ui/pages/common/Subscribe.aspx). Similar advisories related to health issues are available the Center for Disease Control and Prevention website.

Useful information about on required vaccinations per country may be obtained by consulting the Center for Disease Control, World Health Organization, and U.S. Embassy in each country.  

World Health Organization – (www.who.int/topics/travel/en/) - The World Health Organization provides information for travelers on topics related to the prevention of foodborne disease, traveller vaccinations, and an interactive international travel and health map.

Center for Disease Control (www.cdc.gov/travel)- the Center for Disease Control provides information for travelers on over 200 international destinations. Information provided includes general information about vaccinations for travel, as well as diseases related to travel, including malaria and yellow fever.

Students should consult their personal physician to determine what vaccine, if any, they may require, or what other health precaution may be necessary.
